USEBIO 1.3, released in January 2018, extends USEBIO 1.2 with a number of new elements. The majority are related to ACBL events and administration and will be of little interest to other NBOs, but there are some items of wider appeal e.g. a much expanded stratification syntax. It remains backwards compatible with USEBIO 1.2 - any valid 1.2 file will be valid 1.3 simply by changing the version declaration - but note that a number of elements have been superseded and although technically valid, it is not advisable to continue using them. For example, the EBU's P2P_CHARGE_RATE element should be changed to EBU_CHARGE_CODE.
